Chevy Chase Small Area Plan
The Chevy Chase Small Area Plan (CCSAP) will be a guiding vision for inclusive growth rooted in a people-centered planning and design approach that aligns with citywide priorities of housing production, economic recovery, and equity and racial justice. The CCSAP focuses on land use, housing, urban design, and community development, supported by technical analysis, community engagement, and public outreach.
On July 12, 2022, the Council unanimously voted to approve the Chevy Chase Small Area Plan.
Following a year-long community planning process, the Bowser Administration, led by the DC Office of Planning (OP), transmitted the Chevy Chase Small Area Plan to DC Council on June 2, 2022 for approval. The Council held a Public Roundtable on Tuesday, July 5, to discuss the Chevy Chase Small Area Plan Approval Resolution of 2022 (PR-0789) prior to the vote. The Small Area Plan guides government, private sector and community actions to bring new housing, retail, and community amenities to upper Connecticut Avenue NW.

About the Chevy Chase Small Area Plan
In Fiscal Year 2021, Council allocated funding for the DC Office of Planning (OP) to undertake a SAP in the Chevy Chase neighborhood along Connecticut Avenue, NW. Led by OP, the SAP will be developed in coordination with partner agencies undertaking the design plans for the Chevy Chase Community Center / Library redevelopment project and the Connecticut Avenue Reversible Lane Study.
The District's amended Comprehensive Plan proposes a moderate increase in density along Connecticut Avenue in Chevy Chase (in blue on map). The Chevy Chase SAP will explore how new buildings could look and function, to support the commercial district and provide new housing options including affordable housing, subject to future zoning changes. The Chevy Chase SAP boundary covers the two-blocks around the proposed land use change area, west to 41st Street, NW, south to Military Road, NW, and east to Nevada Avenue, NW. This area includes side streets with low density residential (semi-detached, detached homes) and Connecticut Avenue’s medium density residental (apartments and condominium homes). No land uses changes are proposed for these areas. Community participation is also not limited to the SAP boundary.
